The measure was to counter a citizens' initiative protecting most of the property as public parkland.
The city's measure would have set aside some parkland but allowed more private development of 445 acres of a former sand quarry at El Camino Real and Oceanside Boulevard. The competing initiative took in 554 acres, including a 99-acre parcel that the city wanted to sell to Manchester for a golf course and hotel resort.
The city's agreement with Manchester Resorts expired when the developer did not meet a 10-day requirement to state his plans regarding the El Corazon property. Aug. 9 is the deadline to present items to the county Registrar of Voters for inclusion in the Nov. 5 election.
The death of Manchester's companion plan for a beachfront resort had cast doubt over its plans for the El Corazon parcel.
