The grant followed a two-year study by citizens of Slippery Rock and the local Town and Gown Association, which consists of university and borough business leaders. Slippery Rock Development is a nonprofit organization comprised of university officials, merchants, elected officials, local real estate developers and private citizens. The revitalization plan is expected to cost $4.3 million.

In includes development of a business incubator, in collaboration with the university, to establish spin-off businesses and attract investment, and a façade program to assist building owners in improving their properties within guidelines determined to make them more attractive.

Street lighting, pedestrian walkways, handicap accessibility and two parks are also in the plans. The revitalization project is to begin this fall and reach completion within two years.
