The developer of the project is Concord-based Seecon Financial and Construction Co. The development would be split into two buildings: Skyranch would have 386 units and San Marco Meadows would involve another 779 units.

Pittsburg associate planner Ken Strelo says the commission will consider a minimal environmental review document for the Skyranch II and San Marco Meadows projects at its Aug. 13 meeting. If approved, the projects would then go before the council probably some time in September.

Save Mount Diablo land programs director Seth Adams says that the Seeno family development companies and the Pittsburg City Council have been "in alignment'' for many years. "That's more than a thousand lots on 400 acres, and they want to approve it with just a mitigated negative declaration,'' he adds.
