The project is to significantly increase the size and prominence of the museum and library in Austin. Located at 1161 Angelina St. in East Austin, the museum was the first neighborhood museum in Texas devoted to African-American history and first branch library. Originally the main city public library at Ninth and Guadalupe streets, the building was moved to its current location in 1933.

Cadence McShane, part of Rosemont, IL-based McShane Cos., is known for its office and industrial work. In Austin, it has built Braker Pointe, Commerce Center South and Tuscany Center at Walnut Creek. It has, however, been an active builder of schools. Such projects in the Austin area are Bee Cave Elementary School and Lake Travis High School.
