Developed by The Bernstein Companies and The Clover Companies, the building offers 81,000 sf of office space on three floors atop three open-air, above-grade levels of parking. Local architectural firm Davis Carter Scott designed the pre-cast concrete building, which sits on Sunrise Valley Drive.

Clark carried out the construction process in three phases so as not to interrupt the flow of visitors and tenants of another building on the site: the 60,000-sf Reston Sunrise I. Bernstein's investment fund Consortium Two acquired a $2.5 million controlling interest in that property two years ago. Clover owns an interest in the first building, as well. An additional structure, a two-story parking garage adjacent to Sunrise II went up as the final phase of the development process.
