Much of the recent industry speculation regarding the redevelopment of Downtown has been focused a proposed land swap that would give the city control of Ground Zero while the Port Authority of New York and New Jersey would walk away with the deeds to JFK and LaGuardia airports. But local residents and families of people who died in the Sept. 11 attacks on the World Trade Center continue to assail the current plans' lack of new residential development and failure to nail down specifics of a memorial for the twin towers site. Today's announcement is likely to focus on the latter issues, and could touch on recent proposals that the state invoke its powers of eminent domain to condemn buildings near the site, enlarging the redevelopment area and allowing for a more diverse tenant mix.
