The expansion of the mall, Blackpool's only shopping centre, could trigger a massive regeneration of a city best known as a conference centre and a rundown seaside resort.
Regeneration is also expected to be boosted by government plans to relax gambling restrictions in the UK. Key leisure developers are already buying up tracts of land in Blackpool ahead of the proposed legislation with the aim of turning the northern city into a Las-Vegas type casino centre.
This agenda will be given a significant boost next month when Blackpool Council unveils a masterplan for a major revamp of the town centre. This is expected to include the shopping centre development, a new hotel complex called Pharoah's Palace and a huge Las Vegas-style casino.
