Based on rules that allow size bonuses in exchange for wetlands enhancement, the planning commission approved enlarging The Lodges at Lake Salish from 178 units in July. Although no one spoke against the expansion at that time, the city public works department appealed the decision, reportedly in order to allow the council to consider whether to accept the project as a policy decision rather than it being left to staff.

The project developer is Mike McKeel, a Gresham dentist and developer that also runs GRA Development Corp. GRA, which donated 25 acres adjacent the property to the city for a park, plans to sell the approved project to Oregon Pacific Capital Management.
