The proposal was introduced in the wake of a feasibility study on such a facility. "With the completion of the study and conceptual architectural designs, we are taking a major step toward our goal of providing a state-of-the-art working and training environment for the State Police," according to McGreevey. "In this era of global terrorism, I am committed to ensuring that the State Police has the facilities, technology and training to fulfill its mission."

The campus would emerge on a site that already holds the HQ operations of the law enforcement agency. Under the plan, many of the existing buildings would be demolished to make way for 200,000 sf of office space for the headquarters. A related training complex consisting of an additional 200,000 sf would include state-of-the-art classrooms, dormitories for recruits, a dining hall, fitness center and related features.

While the agency is currently based here, its main training facility is about 30 miles to the east in Sea Girt, NJ. The feasibility study concluded that there were numerous advantages to combining the two operations on one site. The Sea Girt facility is expected to remain active for training by other agencies, including local law enforcement groups and the Department of Corrections.
