Among other projects, Russell's company developed the 30-story Pacwest Center and redeveloped the 20-story 200 Market Building. "PDC's generating a new comprehensive economic development strategy to shape the city's growth," says Russell. "I'm excited to be a part of this plan."

In addition to the PDC Board, Russell is a member of the Oregon Transportation Commission, the Mayor's Business Roundtable and the Portland Business Alliance (formerly known as the Association for Portland Progress). He has also served on the Portland City Planning Commission and the Portland Historic Landmark Commission.

The PDC's five Commissioners are private citizens who volunteer their time to PDC for three-year terms after being appointed by the Mayor and confirmed by the Portland City Council. The other commissioners are Doug Blomgren, attorney, Preston Gates Ellis; Noell Webb, President, Webb & Associates, Inc.; Matt Hennessee, President/CEO, Quiktrak Inc.; Janice Wilson, former Senior Vice President and Division Manager for Wells Fargo Bank.
