Rosa Santis proposes to building a 6,900-sf restaurant and banquet hall at 5100 E. Seventh Street in the east submarket. The facility on what is now a vacant lot would be used for wedding receptions, quinceaneras and other events.

She sought to change the zoning to a commercial category that would allow alcohol sales in the banquet hall. The site is currently zoned for industrial use. Neighborhood residents protested the banquet hall and alcohol sales, saying the property is too close to Allan Elementary School.

The Planning Commission approved a zoning change that would allow banquet hall patrons to bring alcohol to events. Ponciano Morales of Morales & Associates Architects, who represented Santis before the commission, tells GlobeSt.com that Santis prefers to control the sale of alcohol.

The next stop is the City Council in several weeks. Morales says the council could change the zoning to allow alcohol sales.

There's no timetable for construction of the restaurant and banquet hall, he says. If the zoning is approved, Santis would file construction documents with the city and begin the permitting process.
