The development is locked in a court battle between the developer, Sandra Rozier, the city and other developers. However, the city still must rid itself of the diner, which sits on the edge of the site.
Bids were taken in an auction for the diner last year, and a buyer was found. But Sheryl Carson says she could not find anyone to move the dining car.
Now, officials with the city's Downtown Development Authority believe they've found a buyer who will move the car. Troy businessman Dave Konja says he'll move the car to another location in the city.
However, Konja wants at least 90 days to move the restaurant. He agreed to buy the car for $500, and promises to provide a $10,000 bond to ensure that he will move the car.
The DDA will discuss the purchase at a meeting next month.
