The city of Oakley is located in East Contra Costa, approximately one hour from San Francisco. Incorporated in 1999, it is the newest city in the area. One of its biggest brownfields is the former Dupont site, which consists of 176 acres of wetlands along the San Joaquin River.

By cleaning up the brownfields, Oakley hopes to attract new businesses. According to city officials, the Planning Commission has been receiving more and more requests from developers for site approvals. However, most of these are for housing. The city is currently in negotiations with a developer who plans to open a small strip mall near the Dupont site, which would include a Safeway and Wells Fargo.
