Phase II, now under way, adds an additional 141 apartment units, and Phase III calls for 48 single-family houses. On completion, the property will also include a pool, two clubhouses, onsite healthcare facilities, a commercial/retail center, and a $1.5-million community outreach center.

Dalton Village originally consisted of 300 rental units on about 32 acres. All but 54 units were demolished during the revitalization of the property. Of those, 50 were renovated as apartments and four were turned into office space for case managers and a conference room.

Rents in phase I range from $375 a month for one-bedroom units to $585 per month for a three-bedroom unit. These rents are about half of the current market rate for similar new apartments.

Arbor Glen is a mixed-income community for people in three income ranges: households making up to 60% of the Charlotte annual median income, households with up to 50% of the median, and those making up to 35% of the median. A four-person household income of $38,460 in 2002 would qualify as meeting the 60%-of-median requirement.
