The council voted 4-1 to order a design review and the city will hire an architectural consultant to help city staff and the developer refine the project on an 8-acre site near Copia, The American Center for Food, Wine and the Arts.
John Yost, the city's planning director, says city staff will prepare a final resolution and an ordinance to approve the project for the council's consideration in late November or early December. The design review will take at least 60 days.
"The overall size, building footprint and site plan was accepted by the council as good, thoughtful planning,'' Yost says.
The Napa Resort and Spa will have a 351-room hotel, 468 parking spaces, two underground garages, a 14,600-sf convention center and dorm-type housing for employees. Solomon Tsai, of Foster City, is the developer. But the actual operator of the hotel and convention center has not been selected, Yost says.
Environmental and neighborhood groups opposed to the project say the hotel was too big and needs a full environmental impact report. The city council allowed exceptions to its building height, setback requirements and parking standards.
