This transfer marks the final chapter of post-to-park conversions within the Golden Gate National Recreation Area (GGNRA). Fort Baker is the ninth military post to become part of the park. The other post-to-park sites include the Presidio of San Francisco, Fort Funston and Alcatraz. These former military lands now encompass the open space, historic landmarks and natural features of the GGNRA.

Fort Baker consists of 335 acres and sits on the Sausalito side of the Golden Gate Bridge. NPS plans to use Fort Baker as a retreat and conference center. Currently, the property includes a museum, Coast Guard station, open space and over 45 national registered historic buildings and structures. The site is now part of the National Park Service - Golden Gate National Recreation Area. Based on analyses of the site and its reuse potential, NPS estimates that about $88 million will be needed for capital improvements on the property.

The original plans of NPS would have turned the property into a 350-room retreat and conference center. However, after heated protests from Sausalito residents regarding traffic and environmental impact concerns, NPS presented a new $40 million plan that included only 156 hotel rooms.

According to NPS officials, Passport Resorts won the bid for the development contract. The development company will develop the hotel, along with 20,000-sf of meeting space, a restaurant, wellness center and gift shop. Despite the protests of residents, NPS officials say that the project has received a lot of support from people who realize that some sort of development must take place to preserve the historic military structures and natural landscape of Fort Baker.
