The well-used wharf is currently leased on a month-to-month basis by Amports Aviation Group, which manages and develops airports and aviation-related facilities. The city, which owns the land, is looking for a 10-year tenant to occupy the facility.

The city changed its leasing approach to the property in hopes of "generating infrastructure improvements [to the heliport] plus public amenities" on public land near the site, EDC spokesperson Janel Patterson tells GlobeSt.com. "A month-to-month tenant wouldn't feel compelled to make capital improvements to the property." Respondents to the RFP are being asked to provide suggestions general infrastructure improvements as well as design ideas for public water access, bike paths and walkways. Also, because of its location in a dense urban environment, there are special restrictions on the operations of the facility.

"The East 34th Street Heliport provides a fast and convenient transportation option into and out of Midtown Manhattan for many business travelers," says EDC President Andrew M. Alper. "In the year 2000, there were more than 22,000 helicopter take-offs and landings at the facility. By adhering to the guidelines of the City's Heliport Master Plan developed by EDC, the selected operator should be able to maintain the Heliport's competitive edge, as well as be a good neighbor to the community."

Patterson says Amports, which is currently being acquired by Macquarie North America, is "welcome to bid" on the heliport. But Amports vice president of operations Linda B. Young tells GlobeSt.com "we haven't decided yet," and adds that no determination on a bid will be made until after the city holds its site visit for potential bidders on Nov. 15.

The heliport is located on the East River waterfront just south of the intersection of East 34th Street and the FDR Drive service road. It's about six nautical miles from LaGuardia Airport and 10 miles from both JFK International and Newark Liberty International airports.

In addition to the East 34th Street Heliport, the Downtown Heliport, located south of the Staten Island Ferry terminal, sits on city property that is leased to the Port Authority of New York and New Jersey. The Port Authority owns a helicopter facility at JFK and the State of New York owns one on the West 30th Street waterfront.
