The Scotts Valley Band of Pomo Indians has offered to buy the dock site, which is located directly across from the historic Ford Assembly plant, for $10 million. It would be placed in a federal trust. The tribe is working with Kean Companies, a Las Vegas development company, to develop the 215,000-sf project, which will be modeled after Las Vegas casinos.

The city council will conduct a study of the proposal. According to the proposal, the city's economy will improve with the development of a casino, as it will bring thousands of jobs, and generate $3 million per year for the first three years and $5 million per year for the next 13 years in income for the city.
