For example, a plan for Liberty Heights Condominiums, which includes seven buildings with 33 units, was rejected by the commission Wednesday night by a 4-4 vote.

Now, the city council will likely decide on the condo project at a Nov. 18 meeting, Hart says.

Neighbors would rather see the property used for Allen Creek drainage. Also, there have been complaints that the developer, Peters Building Co. of Saline, is selling the units for at least $300,000 each. The city is trying to encourage all multifamily projects to include affordable housing.

"However, we don't have a code that says this is required," Hart says. She adds some planning commissioners also believe Peters' project has too much grading, destroying a lot of the wooded area in the area on about 5 acres on Liberty Street near Burwood Avenue.

The commission also considered the developer's approach unimaginative, Hart says.

Meanwhile, a development called Heron Landing, consisting of 12 buildings with more than 65 units, is proposed on the south side of town, Hart reports. The townhouse property, about 8 acres near Platt Road, is not yet fully zoned. The property was recently annexed, Hart adds.

However, the master plan calls for the property to be zoned for single-family detached homes, not townhomes, Hart said.The developer, Archcon Management Inc., is using the townhomes plans to meetthe goals of the city, keeping the natural features intact, Hart said."The neighbors are worried about adding extra traffic, but the studies we'veseen is there will be little traffic impact," she said.Heron Landing also has issues with affordable housing, Hart said."The commission tabled the project, and Archcon will be bringing it back to the city in the future," Hart says.

Broadway Village, a large, mixed-use development, may also need some timebefore approval, Hart notes.

"The project will also face some challenges, as it's a brownfield, and the property also needs to be zoned properly," she says.
