Langly Properties Inc. and Tarragon Development, both locally based developers, have applied for land-use permits for the first 190,000 sf of the 700,000 sf development, which is strategically located strategically located between the Regional Justice Center, Sound Transit's Sounder Commuter Rail Station and parking garage and Kent's existing Downtown. If approved, project builders will break ground on this phase by summer 2003.

The development is occurring on a 15-acre former Borden Chemicals plant. Thecity purchased the land from Ohio-based Borden for $11 million in early 2001. Ithad been a formaldehyde resin production plant since 1957. In August, GlobeSt.com reported the ground was broken for a $3-million road extension that will act as the spine for the development.
