Plans for the store's development have been a long in coming. Back in March of last year members of the Montgomery County Citizens Advisory Board discussed the stalled plans. "Negotiations with Macy's were set back when Montgomery Ward's closed," remarks Ricardo McCrimmon." Macy's put discussions on hold until Westfield had a replacement store. They seemed very satisfied with Target. Unfortunately, 9/11 happened and all studies were put on hold to see what the long term implications are."
