The Rockwood-West Gresham Renewal Plan would fund projects and planning in the district over the next 20 years. Funding for the plan will be generated through tax increment financing, meaning taxes on new growth in the overlaying Urban Renewal District would be diverted specifically for urban renewal projects and programs within that district.

Fundable projects could include a storefront improvements program, new streets and sidewalks, grants and loans for residential and commercial rehabilitation and other development that would attract new employers to the area.

In December, the Gresham City Council rescinded the temporary prohibition on attached rental housing in West Gresham. The ban covered some 3,500 acres and had been in place since 1998. In its place, the city created a new multifamily restriction for the 70-acre Rockwood Triangle area. In that area, which is bounded by Burnside, Stark and 181st streets, apartment buildings would be required to be developed in conjunction with commercial, office, or community service uses.

"Because of this and its unique location and transportation characteristics, the area has the potential of redeveloping to be one of the most high-value and densely urban parts of Gresham," a city official told GlobeSt.com prior to the vote.
