PPM is the U.S. arm of ScottishPower UK. Scottish Power purchased PPM from PacifiCorp in 1999. The acquisition from Northwestern Wind Power represents PPMs first purchase of an operating wind plant.
The seller of the 24-megawatt-capacity plant was Northwestern Wind Power, a division of Northwest Energy Development owned by Northwest aluminum plant operator Brett Wilcox. The cost to construct the plant was $24 million.
All energy output and green tags from the Klondike plant have been sold through a 20-year power purchase agreement with the Bonneville Power Administration (BPA). Green tags or "green certificates" represent the environmental attributes associated with electricity generation from new renewable technologies such as wind energy. BPA last year purchased 90 megawatts of wind power from PPM through the Stateline Wind Energy Center near Walla Walla, WA.
The Klondike acquisition brings PPM's operating wind portfolio to 324 megawatts, with about 200 more megawatts in active development through the proposed High Winds and Moraine wind projects in California and Minnesota. PPM also has about 800 megawatts of clean gas resources under its control.
