The city originally planned to spend $260 million to build a new City Hall and Justice Center, and renovate the existing Key Tower and other city-owned office structures City Hall will open this year.

However, the existing budget does not include funds to redevelop the Public Safety Building site, although this site is an important aspect of the Civic Center campus plan. The Public Safety Building, which currently holds the police headquarters and municipal courts, will be replaced by the new $92 million Justice Center, which will be located two blocks away.

The city now says that it wants to demolish the Public Safety Building site and build a new public plaza and underground parking garage. The city hopes to come up with the $30 million needed for the project without increasing taxes or tapping into city services.
