The RICS refutes the argument that the cut will simply fuel a boom in house prices that is bound to end in even more dramatic bust.

"The interest rate cut is unlikely to prevent a slowdown in the housing market in 2003, as both geopolitical and economic uncertainty are now weighing more heavily on households," said the spokesman.
