Livingstone has been encouraged by how smoothly congestion charging has gone so far. He may introduce a two-tier system with a lower charge in the Tower Hamlets area. He also wants to improve the technology used for congestion charging with a satellite system to track every car.
Tackling the growth in car numbers in London by expanding congestion charging will form a plank in his campaign to be re-elected as mayor next year. "London is going through the biggest expansion since Victorian times," he told delegates.
