The project, which is already partially completed, is being built by a partnership that includes the city's redevelopment agency, the city itself, the San Diego Foundation, CityLink Investment Corp. and Price Charities. As a result of the partnership's concerted effort, the core of the City Heights community is being transformed into a pedestrian-friendly town square.

New facilities constructed here include a library, performance area, recreation center, playing fields, police substation, public swimming pool, municipal gymnasium, elementary school, retail complex and adult learning center. An office component and 116 townhomes are still under construction.

The 10-block project is considered the centerpiece of the 1,962-acre City Heights Redevelopment Project Area, which is bounded by Home and Euclid avenues and 54th Street on the east, Meade and Monroe avenues on the north, Home Avenue and Interstate 805 on the south and Interstate 805 on the west. The total population located within this redevelopment zone is 65,450 people with a median household income of $19,393.
