The money would be used to upgrade intersections, landscape designated roads and commission transportation studies, according to Emory Morsberger, president of the Highway 78 Corridor Improvement Association. The association emphasizes clean-looking entrance roads to commercial, industrial and residential developments spell sales, a commodity landowners and business owners plan to increase with their newly formed district.

The property in the Community Improvement District includes 376 parcels from the DeKalb County line to Oak Road in Snellville, GA.Gwinnett's CID follows similar self-taxing structures set up in neighboring Cobb, Fulton and DeKalb counties. Property owners near Simon Property Group's 1.27-million-sf Gwinnett Place mall in suburban Duluth, GA plan to establish a similar district.

The Gwinnett County CID was set up after 50% of the commercial landowners and 75% of business owners agreed to the special tax, according to a published report.
