Officials from Wall Street Rising were also on hand at the event, confirming reports that the 9/11 memorial will be one of the first elements constructed on the 16-acre void in Lower Manhattan. Per Libeskind's plan, the memorial will be located about 30 feet below ground and will incorporate an exposed slurry wall and the wedge of light, along with the footprints of the original towers.
Kevin Rampe, interim president of the LMDC, explained that, "Drawing upon the work of the LMDC's Families Advisory Council and thousands of public comments, two volunteer committees created a mission statement and program for the memorial."
The program will outline the principals and elements that any of the design entries must include. These guidelines will be released at the end of the month in 22 different languages via a soon-to-launch website, www.wtcsitememorial.org, and worldwide advertising campaign, Rampe said.
Among the criteria, is the need for the chosen memorial to "honor as one nation all those who were murdered on September 11 in Shanksville, the Pentagon and at the World Trade Center," he stated. "The program also calls for individual recognition of every victim…and to make provisions for a final resting place for all the unidentified remains."
The competition will be open to anyone 18 years or older, and each entrant will be required to pay a $25 fee, which will go towards developing the chosen memorial. The LMDC "will bear the extensive costs of administering the competition," added Rampe.
A formal jury of about 11 members will be announced within the next week, according to an LMDC spokersperson. This group will hold public forums on the competition process and select the ultimate winner by fall 2003.
