The Portland Port Commission on Wednesday authorized a $505,000 payment to Coffman Associates Inc. of Kansas City, Missouri for an update of the airport's master plan as well as a compatibility study. The updated documents will guide the facility's development through the year 2022.

Acquired from the city of Hillsboro in 1966, the 870-acre executive airport is located on the west side of the Portland Metropolitan region adjacent to the City of Hillsboro in the so-called Sunset Corridor. With two runways, it hosts more than 200,000 operations annually and is Oregon's second busiest airport, trailing only Portland International. It has three full-service fixed-base operators, two restaurants and a hotel at the airport.

The master plan, last updated in 1996, is being updated to incorporate revised future development needs based on an updated aircraft operations forecast. A source at the Port tells GlobeSt.com that the airport's stock of undeveloped land includes 15 acres for aviation use, 20 acres for long-term commercial ground leases and up to 40 acres for long-term industrial ground leases.

Six firms expressed interest in the project by submitting statements of qualification. Coffman specializes in aviation planning, including master plans, environmental analyses and noise plans. Coffman has completed over 350 airport master plans and has recent experience at an airport comparable to Portland-Hillsboro Airport.

Funding for the project is being provided by airport revenues and by a $279,000 grant from the Federal Aviation Administration. Coffman's scope of work includes: a strategic business analysis to determine the future role of the airport in the community; a comprehensive inventory of existing airport characteristics and infrastructure; an identification of the airport's environmental issues; a forecast of aviation activities; an identification of future development alternatives; development of a Capital Improvement Plan for the next 20 years; a comprehensive analysis of airport operational procedures, and; the development of measures to improve airport and community compatibility.
