"We make an important statement about our confidence in the city's future with the completion of this project," said Dominion chairman and CEO Thos. E. Capps. "Economically, we are pleased to help Richmond regain its rightful place among the East Coast's major metropolitan regions. This is good for Dominion, for the city, for the riverfront and for the state." About 350 employees will work out of the new facility. As with many other economic expansion projects, both city and state officials participated in helping to realize the new development.
