Once a proposal has been accepted, the government will lease the property to the selected developer and sell most of the government-owned family housing units at Offutt to the developer, as well. Government requirements on how the winner of the bid will meet the request for new and improved housing units are specific. In approximate numbers, the chosen firm will be charged with demolishing 800 units, performing major renovations on 1,300 units, and constructing 500 new units.

"The successful bidder should outline a comprehensive plan that emphasizes the overriding goal of the of US Air Force's housing privatization program to improve the quality of housing and life for its active military personnel and their families with better homes and improved operations," Wayer notes in a statement on the request for bids. Proposals are being accepted until July 9. Jones Lang LaSalle and Air Force officials expect to award the construction contract in April 2004.
