Clark Realty Builders of Bethesda, MD is the general contractor for Michaels and co-developer Tampa Housing Authority.

"Belmont Heights Estates is the Taj Mahal of East Tampa," says Housing Authority executive director Jerome D. Ryans. "Our goal has always been to change the face of public housing in this community." He says Belmont Heights is "indicative of the change and how public housing has been previously viewed locally."

The shelter components are designed in the Florida Crafstman style, while the community buildings are designed in the Spanish Colonial motif prevalent in the area. All residences have front or side porches, a customary amenity in traditional Florida neighborhoods.
