Rich unsuccessfully ran against Orlando Mayor Buddy Dyer in an election contest earlier this year. Dyer picked Rich for the city attorney's position after the developer orchestrated a new half-cent sales tax proposal for city-county transportation needs, an issue that voters will decide in October.

Rich chaired the Orlando-Orange County Expressway Authority from 1003 to 1999 and the Orange County Housing Finance Authority from 1998 to 2000.
