Located on the block bounded by Park Boulevard, Island Avenue, 13th and Market streets, the three-building project is slated for completion by the end of this month. At build-out, it will consist of 280 studio units restricted to residents with low or very low incomes. Each apartment will contain a bed, dresser, cable TV, high-speed Internet access, a private bathroom and private kitchen equipped with a microwave oven, sink and small refrigerator. Amenities will include an on-site laundry facility and a communal living room/library.

Taylor Frager Inc. is building the $15-million complex, which was designed by Carrier Johnson and M.W. Steele Group Inc. Barone Galasso & Associates Inc. is the project's developer.
