The chain began in 1977 when Ciarrocchi's parents acquired a neighborhood taproom on Robbins Avenue in the Mayfair section of Philadelphia. Later the younger Ciarrocchi invented crab fries, the first of several patented dishes. In 1998, Chickie & Pete's opened at Veteran's Stadium and, the following year, set up its third unit on Roosevelt Boulevard in the far northeast section of the city.

Philadelphia Industrial Development Corp., through its PIDC Growth Loan Program, and First Trust Bank provided funding for the Packer Avenue property. The Growth Loan Program is specifically designed to fund local companies' needs for expanding facilities and their business. Loans are offered at below market rates.
