The site for the Oregon plant, acquired from Hanel Development Group, is a former pear orchard that was adjacent an idle lumber mill property also owned by Hanel. Another 25 acres remains available for development, Cardinal Plant Manager Dave Windsor tells GlobeSt.com.

"Originally it was anticipated that the district would be able to meet our needs," says Windsor, "so it was somewhat of a surprise."

Following Cardinal to Oregon is HomeShield, a window screen manufacturer that supplies component parts to Cardinal. A division of Illinois-based Quanex, Windsor says HomeShield acquired an existing building in Hood River for its operations.
