The project, which is a component of the Centre City Community Plan, is aimed at enhancing the "pedestrian connectivity" between Petco Park and the northern and eastern portions of San Diego, according to CCDC officials. It will entail the creation of a landscaped, pedestrian promenade on Park Boulevard, stretching from Broadway to K Street. Aimed at "improving the public right-of-way," the promenade will include parking, trees, lighting and public art, CCDC officials note.

In addition to the new promenade, the Park to Bay Link project will also result in the redevelopment and realignment of the Market Street trolley station, targeted at improving the station's efficiency and enhancing the trolley riding experience. The project's other aim is to stimulate new private development along Park Boulevard.
