The new church is planned for a stretch of 7 Mile Road, with the church at the corner of Seven Mile and Woodward, near Detroit's Palmer Woods neighborhood, where Winans grew up. The development will stretch east from Woodward along Seven Mile for about a block.

The development will be officially kicked off during a fund-raising gala Oct. 4 in the city headed by talk show host Oprah Winfrey. Winans, a six-time Grammy-award winning artist, has performed his gospel songs on Winfrey's show several times, and the goal of the event is to raise $440,000.

Founded in 1989, the 3,300-member Perfecting Church joins a chorus of Detroit churches that have recently completed or launched expansion projects. Earlier this year, Greater Grace Temple opened a $33.5 million, 4,000-seat church and conference center. The church is joined by a day-care operation, a K-8 public charter school and senior housing.

Nearby, Fellowship Chapel is nearing completion of a $13 million church and community center. A future housing and retail project is planned there as well.

The long-range plans call for a village centered around a new church, townhouse condos and office building. The church has purchased approximately 15 acres of land for the project, Winans said. In addition to raising money from the gala, Winans plans to finance the expansion effort through government lending programs, private loans and city block grants.

Construction is expected to begin next year on the development, with a three- to four-year timeline to reach completion.
