Hill Drops Development Tax Bombshell

LONDON-Planning minister Keith Hill used the BCSC conference in Birmingham to announce a new tax on development. Under the plan, which will run as an alternative to the current planning gain system, local authorities will be able levy a tax on new development to finance community facilities.

LONDON-Planning Minister Keith Hill used the BCSC conference in Birmingham to announce a radical reform of the planning system which could amount to new tax on development. At the moment planning gain is a matter of negotiation between developers and local authorities, but under the new proposals councils will be able to set a standard tariff of charges.

Local authorities could spend this money on new community facilities, infrastructure improvements or affordable homes, including for key workers. Keith Hill said: “The planning system has the potential to deliver so much for the community, from affordable homes to health centres to parks and open spaces. The problem is the system is simply too slow and fails to deliver what’s needed when it’s needed. We need a radical solution to simplify and speed up the process.”
