The council recently revoked a development agreement with the Blackhawk Development Co. of Ann Arbor for the remaining eight acres of land where retail and professional office facilities were to be built. Site plans for those parcels had not been submitted prior to an Oct. 1 deadline, prompting the village action.

A Blackhawk spokesman says the company let the agreement lapse because of soft demand for the project under the current economic climate.

A 1996 development agreement between the village and Blackhawk called for the construction of 262 single-family homes, 120 condominiums, the Dexter Crossing shopping center and office/professional buildings covering 110 acres off Dexter-Ann Arbor Road.

Under the agreement, the developer was granted a PUD, which allowed the firm to mix residential, commercial and business uses without going through rezoning applications separately.

The initial deadline under the five-year pact expired in 2001, but the council allowed the project to proceed for another year. Last year, Blackhawk was given another extension until Oct. 1, 2003, to have all site plans in place.So far, Blackhawk has completed 110 housing units, with Peters Building Co. of Saline acquiring the right to develop the remaining 152 dwellings.
