11/26/03: There are plenty of mixed signals surrounding the current economic state. The Conference Board's recent survey regarding consumer holiday spending indicates that families intend to spend less this year. This clearly is not good news for the retail sector, which has been a stalwart during this recession. The report cites "consumer caution" as the main reason for the cutback in spending. Of course, if you read the forecast from the National Association for Business Executives, you will see that they expect the gross domestic product to grow at an annual rate of 4.5% -- up from 3% this year. How does one handle these apparently conflicting reports? Here's an approach: the Conference Board surveyed 5,000 families while the NABE surveyed 28 professional forecasters. If you apply this same method to forecasting the weather, who would you rely on? Five thousand people who look out a window or 28 meteorologists watching patterns on a radar map?

(ARLINGTON , VA) This hotel-management company has announced two promotions. Henry L. Ciaffone has been named president of its international-operations division. Ciaffone was most recently senior executive vice president of that division. He has been at the firm since 1989. C.A. Anderson has been promoted to executive vice president of development. He joined the firm earlier this year as senior vice president for development and acquisitions.

JONES LANG LASALLE
(NEW YORK CITY) The firm has tapped Mark J. Marasciullo as senior vice president of investor services. He was most recently vice president with the company's capital markets group. Marasciullo will be responsible for developing and strengthening relationships with clients that maintain New York City headquarters.

REGENCY CENTERS
(IRVINE , CA) Paul Loubet has been tapped as vice president of investments. Loubet will lead this grocery- and shopping-center developer's Southern California investment efforts. He was most recently director of real estate at Ralphs Grocery Corp.

C&R REAL ESTATE SERVICES CO.
(PORTLAND , OR)Larry Wagner has come on board as a broker specializing in apartment and investment sales. Before joining C&R, he was a financial consultant assisting real estate clients.

COSTAR GROUP INC.
(BETHESDA , MD) Richard Itz has joined the firm as regional sales director. Itz comes to the company from Robbins-Gioia LLC, where he was vice president of business development. In his new role, he will lead business development, sales and customer-service in New York and New England .

The individual selected for this position will direct the development of projects, which includes obtaining project entitlements, overseeing EIR preparation, conducting community presentation of projects, preparing and managing budgets and schedules, and working closely with CIM's financial analysts. In the latter case, the project director must help evaluate the project's financial status, selection and direction of project team, and decide on adequacy, leasability and operational requirements for the project. Position also requires negotiation of agency development agreements and making sure that ongoing compliance takes place, as well as report preparation to owners and investors.
