The 60,000 sf building will be developed on one of the seven sites in Westminster Junction Business Park. The business park is at Phalen Boulevard and Cayuga Street, a few blocks from Regions and just east of Interstate-35E.

The new clinic is expect to create more than 127 new hospital jobs. That's one reason why the St. Paul Port Authority agreed to sell the five-acre site, whose value is estimated to be $670,000, for $1.

Regions will move its outpatient services to the new building in the business center to make room for expanded inpatient programs at the hospital.

The development is connected with the opening of the first section of a new Phalen Boulevard that St. Paul is building as an economic stimulus for the East Side. The overall project, called the Phalen Corridor, also includes new housing and recreational facilities. It covers a 135-acre portion of Saint Paul's East Side, bounded by Maryland Avenue, East Third Street, Johnson Parkway and Interstate-35 E.
