SUITLAND, MD-Plans have been put in place to celebrate the official debut of the Windsor Crossing affordable housing community with a grand opening ceremony today. The multifamily complex, which consists of nearly 350 apartments and condominiums, cost $40 million to realize. Prince George’s County served as the developer of the project. County officials came into possession of the property in a $1 deal with the US Department of Housing and Urban Development after it was condemned in 1998. “We are aware of the unavailability of sufficient affordable housing and the need to focus our energies on rebuilding many parts of our inner beltway communities,” county executive Jack B. Johnson said in a statement prior to the start of his term in 2003.

Sporting the address of 3000 Victory Lane and 5000 Lydianna Lane off I-495, Windsor Crossing sits on the spot that was formerly home to the dilapidated 500-unit Manchester Square apartment compound. The property is a combination of 128 basic rental units, 125 apartments set aside for seniors and 95 condominiums for sale. In addition to the living spaces, Windsor Crossing also features a 6,500-sf community center, a theater room and an exercise facility. Financing for the project came from tax credits, a US Department of Housing and Economic Development Initiative grant, Prince George’s County HOME funds, and a Prince George’s County Housing Authority bond transaction that was partially purchased by Fannie Mae.
