The framework is the council's overall strategy for accommodating projected growth of nearly one million more people in the region by 2030, in cooperation with communities, builders, environmentalists and others. The council's strategies are organized around four policies: agrowth in a flexible, connected and efficient manner; slow the growth in traffic congestion and improve mobility; encourage housing choices; and conserve, protect and enhance the region's vital natural resources.
