"The ability to attract private capital is the primary motivation for both Anoka County and the city of Blaine to participate in the financing of a new stadium for the Minnesota Vikings," according to the proposal. "The stadium will serve as a catalyst to attract private development."
The Preserve at Rice Creek would be developed by 70% private funds and 30% public funding, according to the proposal. Anoka County and the city of Blaine have committed to fund up to $240 million of the $475 to $650 million in stadium costs.
The plan was developed for the county by KKE Architects and Kraus-Anderson. Hammes Sports Development worked on the financial portion of it.
The stadium proposal includes: a 70,000-seat, fixed-roof professional football stadium; a 100,000 sf Minnesota Vikings headquarters and training facility; a themed entertainment attraction, called Valhalla, built round the story and tradition of the Vikings; over 100,000 sf of conferencing facilities; a 300,000 sf health, fitness and wellness center; a 200-room business class hotel; and 100,000 sf of themed retail.
Other elements would include:
• a 300,000 sf retail and entertainment "Town Center;" a 200,000 sf power center; a 150,000 sf lifestyle retail center; three public plazas and pedestrian corridor; and a music amphitheater;
• 500,000 sf of corporate offices, 700,000 sf of commercial flex space and a build-to-suit corporate headquarters;
• 200 units of upscale townhouse development;
• 250 acres of natural wetlands reserve.
The project is proposed to be located on 740 acres along I-35W with access from interchanges at Lexington Avenue and 95th Avenue N.E. The stadium component will cover some 80 acres. About 250 acres of the wetland on the site will be preserved and restored.
