But anti-development forces in the county and in the town of White, GA are vigorously lobbying Gov. Sonny Perdue to reject the development, a move the governor hesitates to make, brokers tell GlobeSt.com.

"Bartow already has lost a Cosco furniture operation, a Lever Brothers factory and a carpet manufacturer because local residents don't want their rural lifestyle changed by new industry," an Atlanta broker familiar with the controversy says. "I'm betting the governor will push this thing through."

The next step is up to Bartow County commissioners who are considering a rezoning request from the Cartersville-Bartow County Industrial Development Authority. The agency wants to buy the land from the three local owners and sell it to the tire company.

The land, along US 411 and a railroad line four miles from Interstate 75, is zoned agricultural and residential. It would have to be rezoned industrial for the deal to go through, brokers add.

Brokers tell GlobeSt.com, the 258 undeveloped acres could go for as high as $25,000 per acre for a total of $6.45 million. Extending utilities to the site could cost another $4 million, brokers estimate.

Spokespersons in the governor's office couldn't be reached for comment on what economic incentives are being offered to the tire maker whose name they would not disclose. Brokers say Toyo Tire Co. of Cypress, CA, has been mentioned recently as the likely candidate.
