RFP Nears for Dover AFB Housing Privatization

DOVER, DE-The US military is preparing to lease 238 acres of land known as Eagle Heights at Dover Air Force Base to an as yet undetermined private developer. The land holds some 1,222 housing units and other improvements The chosen developer will demolish 1,010 of the existing units and finance, plan, design, construct, own and operate 768 new units as well as the un-demolished units as rental properties for a 50-year-term.

Additionally, the government will transfer control of another 298 housing units and approximately 76 acres of developable land located at Eagle Meadows, about 3.5 miles from the Dover Base. As part of the agreement, the developer will contribute the cash value of the Eagle Meadows housing units and land, to help fund the development of privatized housing on the base at the Eagle Heights site.
