Under the plans York Road will be diverted so that it runs between the new building and Waterloo Station. There will be some new convenience retailing along this new street, but earlier attempts by both P&O and Lend Lease to inject more mainstream retailing retail into the South Bank area have both failed.

The application comes as the Greater London Authority has conceded the principle of more high-rise development in London, under Mayor Ken Livingstone's Spatial Development Plan. One of the principles of the plan is that major office developments should be located near the main rail termini.
