Meanwhile, an activist group calling itself Residents Against Spot Zoning is preparing to file a lawsuit in state court challenging the county's Feb. 4 decision to rezone the 150 acres of farm land as suitable for industrial development, brokers tell GlobeSt.com. However, Toyo officials and representatives of the Joint Cartersville-Bartow County Regional Industrial Authority don't expect the suit to have serious legal merit, according to county staffers following the controversy.
Toyo already has set a tentative April ground-breaking date with plant production anticipated to start in early 2006, county staffers tell GlobeSt.com.
Toyo was the mystery land buyer that county officials wouldn't identify several weeks ago before a firm deal was made with the company, brokers tell GlobeSt.com. At that time, local speculation had Toyo negotiating to buy a 250-acre tract to build a $125-million plant that would employ 250 workers. Those numbers have now been revised, brokers tell GlobeSt.com.
The plant site is part of 250-acre tract on US 441, about four miles east of Interstate 75, near the town of White, GA. Brokers tell GlobeSt.com Toyo spent a year investigating several other sites in a dozen or so states and 17 counties in Georgia. Toyo decided on Bartow County because of its proximity to the Interstate 75 transportation corridor, the availability of developable land and a large labor pool, according to local brokers.
